Hi BetsyOW,
welcome to this Apple (user=to-user) Community!
Re: "Phone calls and streaming music are cutting out while using my Jabra hearing aids".
If your hearing-aids won't stay connected wirelessly, there might be interference with other wireless devices.
See how to: Resolve Wi-Fi and Bluetooth issues caused by wireless interference - Apple Support

Re: "Phone calls also sound like I, as well as the person on the other end, are under water".
Wondering if your Jabra hearing-aids are one of the models listed as being compatible with iPhone, Pad and Mac.in Apple's List of Made for iPhone hearing devices - Apple Support
Eg: says:
Jabra
- Enhance*
- Enhance Plus*
- Enhance Pro*
- Enhance Pro PM*
- Enhance Select*
- Enhance Symphony

If your hearing aids are a compatible model: See how to: Use Made for iPhone hearing devices - Apple Support
Eg says: "When your hearing device is connected to it, your Apple device can control microphone level (volume), audio presets, and more for your hearing device. Find the settings here:
- iPhone or iPad: Go to Settings > Accessibility > Hearing Devices.
- To see more settings, tap the name of your connected hearing device.
__________
Also says if: "Hearing device disconnects unexpectedly
- When using your hearing device, make sure that your paired Apple device remains nearby.
- If your hearing device is paired with more than one Apple device, it might switch (hand off) to the other Apple device when it detects an incoming call on that device, or when you start playing audio on the other device.
You can control this by changing the Audio Handoff setting in Hearing Devices settings on your iPhone or iPad.
- Check the battery level of your hearing device. You might need to replace or recharge the batteries."

Else: If your hearing-aids are not an iPhone-compatible model:
you may need to rely on bluetooth, and, if available, an up-to-date app from Jabra for control.
If not already using this: Apple support's article :While on a call on iPhone - Apple Support may help
Eg; says:
"When you’re on a phone call on iPhone, you can switch the audio to the speaker or a Bluetooth® device."
ie: "swipe down on the call banner",
Talk handsfree: Tap the Audio button, then choose an audio destination". (your hearing-aids)

Wondering which controls you use for streaming:
Another Apple support article: Use hearing devices with iPhone - Apple Support
Eg: says :
" Stream audio to your hearing devices
You can stream audio from phone calls, music, movies, podcasts, Siri, and more.
- Tap
in Control Center, on the Lock Screen, or in the Now Playing controls for the app you’re listening to. - Choose your hearing device.
You can also automatically route audio calls to a hearing device."

Also says: "Turn on Hearing Aid Compatibility
Hearing Aid Compatibility may reduce interference and improve audio quality with some hearing aid models.
- Go to Settings
> Accessibility > Hearing Devices. - Turn on Hearing Aid Compatibility."
Note: Keeping the iOS version installed on your iPhone up-to-date, (wise to back-up first if updating) and
also keeping the firmware (and or app if used) on the hearing-aids up-to-date, can help avoid difficulties.
(Your hearing-specialist or the hearing-aid manufacturer (Eg: use "support" on their website) may help.)
All the best :-)
