I'm on a brand new M4 MacBook Air running the latest macOS Sequoia 15.5.
I can't turn off Apple Intelligence. When I go to Apple Menu > System Settings > Apple Intelligence & Siri, there is no switch to turn it off:
I have tried restarting in Safe Boot Mode, but the problem persists.

Not a bug. You apparently started the setup of Apple Intelligence and then tried to turn it off. You may have missed it but you were notified that it would take additional time for the setup to complete, up to several hours in the background.
You’re right. Not a bug. Just poor design. The message that indicates that Apple Intelligence is in the process of being set up in the background should be persistent until the setup has completed, rather than disappearing.
You have restrictions set that prevent you from making account changes.
Turn off the restrictions.
Turns out it's an Apple UI bug. If you wait a couple of hours for Apple Intelligence to "set itself up" in the background, the Apple Intelligence "off switch" eventually appears. All good now 👍

As a workaround you could try changing your Siri language to unsupported language(which is almost every language other than English). That disables "Intelligence"
