If my wife and I have separate icloud accounts, can I resign from one separate account when buying a family cloud and won't the data be deleted?

If you turn off sync options, those items will no longer sync. But, you need not turn off anything. Joining a family account simply adds your Apple Account to the family group it does not alter data nor require turning off iCloud. Just accept the invitation.

Provided that you are joining a family group with enough space, your data will not be lost. Regardless, you should have good backups elsewhere of your data. You aren’t changing Apple IDs at all so there is no issue.
If you join a family account you don’t change Apple IDs. You data goes with you.
So if I turn off iCloud on one phone and join the family cloud the data doesn't disappear from whatever I turn off
I understand that it is enough to accept the invitation on the other iCloud. But currently on both is purchased separately and I am afraid that after cancelling on one I will lose data.
Can I switch from a separate iCloud account to a family iCloud without losing data?
