Big Sur can't run current versions of Safari. It appears that the most recent version of Safari that is compatible with Big Sur is Safari 16.6.1, which Apple released on September 21, 2023. (The Safari release notes only show releases up to 16.6; the reference to 16.6.1 is from the second page of the Apple security. releases list.)
