Safari on iMac is not opening links in a new tab with cmd+click on Apple Support

cmd+click opens links in new tabs on other sites but not on the Apple Support Community site. It opens in the same window and hitting back takes you back to the top of the previous page.

I have the box selected in preferences. It is working with search results from google. Here I am only able to right click and select "open link in new window".

Yeah, so it is only slightly annoying but mostly makes me wonder if I am missing something?
