Understanding the Screen Time function and iCloud access issues on iPhone

i am trying to think of best way to describe my issue , all I know is I see my permenant old ICLOUD email on all devices and can not be removed and impossible to see my old iCloud pictures files etc no master W🎩 at!

i will try your screen time but really brings up a new question 🙋‍♀️? What is screen time function anyhow ?
