iCloud has never synced my photos

I have spent hours on the phone with Apple support and they were unable to find a solution!! What do I do?? I’m scared of losing my phone as I’ll lose every single photo and video since my kids were born as it physically won’t upload them to iCloud.

And those hours you spent with Apple support, please list ALL the troubleshooting steps they had you do that didn't work.
