Is there an updated app for purchasing ringtones on iPhone?

You might want to check your settings for the iTunes Store:

Eg: Check your access in Settings > Apps iTunes Store

Then: Apple support has a couple of articles online to help with buying ringtones:

Eg: says:

"You can use the Tone Store to buy new sounds. These purchases are associated with your Apple ID and payment method on file. Go to Settings > Sounds & Haptics > Ringtones, then scroll to the top and tap Tone Store."
