How can I restore my iCloud backup on a new iPhone?

I am setting up a new iPhone 12 and am attempting to restore an old iCloud backup as my old phone broke.

i sign into Apple ID. But then it requires the old phones passcode.

when I click forgotten, it says I cannot access my iCloud.

what do I do? I can’t remember any of my old devices passcodes.

iCloud Backup of Mistakenly Locked iPad Can I enable iCloud backup of my ipad whose passcode was accidentally changed by my toddler child? Hoping this is possible so that I could recover my data in the iPad before resetting (erasing contents in my iPad) the passcode. Thanks!

How can I access my iCloud without old passcode on iPhone 13? My old iPhone 13 is completely smashed. I am trying to log into my iCloud to download my information etc. when is asks for my previous devices passcode, it keeps telling me it’s incorrect when I know it’s the right code.
