Camera not recognized in standard user account but works fine in admin account

I have an external web camera connected to my Mac mini and it works fine on the admin account. It turns on automatically when I use FaceTime, Photo Booth or Zoom. However, on another account which is a standard user, the device is not recognized. I get a message that there is no connected camera when I launch the native apps. See attached screenshot. Under privacy>camera, none of these apps are listed. I can't connect to Zoom via browser also. I am not able to figure out how to make it work. Please advise. Thanks
