I forgot my passwords for my old 2009 MacBook and as a nostalgic person I wanted to reset it. I used the command R and erased the files and everything I had on it. But when I tried to reinstall Os X Capitan then it gave me an error. I can’t restart it either without a start up disk. But it doesn’t show a start up disk. I’m a struggling a little and can’t figure out how to fix this.

What was the exact error message?
And at what point during the installation process did you encounter the error?
Perhaps try booting into Recovery Mode using Command + Option + R instead since it is supposed to bypass requiring to authenticate with an AppleID to confirm a previous purchase of macOS.

There is no option for a selecting a Startup Disk because you have no OS installed on the internal drive.
I’m a struggling a little and can’t figure out how to fix this.
It is possible the internal Hard Drive may be failing or worn out.
If you have access to another working Mac generally from 2007 to 2015, then you can try creating a bootable macOS 10.11 El Capitan USB installer using the instructions using the information in the following Apple article:

FYI, ignore the "Disk Images" on the left pane of Disk Utility since they are just the virtual volumes of the macOS installer.
