How can I stop iCloud sync alerts on my iPad Pro when I don’t use iCloud?

I don't use iCloud on any of my devices aside from "Find My Device." I am getting an alert on my iPad Pro in System Settings that "Some iCloud Data Isn't Syncing." I certainly don't want anything to sync on iCloud. I try to keep all my data off iCloud. How can I clear this alert? I have changed my Apple password recently, but I should not have anything stored in iCloud.

When I tap on that alert, the text reads "Your end-to-end encrypted data stored in iCloud can't be accessed on this device. It includes saved passwords and data from Health and Maps. Verify your account information to resume syncing.

I found some data stored on iCloud, even though iCloud is turned off everywhere. I deleted all of that except for Health. I would not let me delete that because it said that Health is turned off. I'll turn it on and try to delete that data and then turn it off again.
