How do I keep the edited Safari Home Screen from resetting to default after Clearing History and Website Data?

I just updated to iPadOS 17.7.7. I edited and turned off all the extra layers of stuff they added to screen. However, when I go into settings and “Clear History and Website Data”, the Safari screen display goes back to the default setting. How do I permanently set the Safari search screen display?
