I noticed this immediately after upgrading to iOS 18.5, from 18.4.1, on my iPhone SE (2nd Gen) scrolling through the News app. I then noticed it while scrolling in the Settings app as well.

I also recently got an iPhone 16e and it too is showing the same jittery scrolling animation.

Scrolling in the home screens and icons is fine. However, the same jitteriness is seen when swiping through the list of running apps. Most notice able so far is in News app (worst), Settings app (middle), and currently running / open apps list/tiles (minor).

Restarting the phones doesn't effect it. Seems to be a frame update rate issue that is context dependent.
