Override OS restriction to down load a different bootable OS on USB

Have several Macs, varying ages (each using older/newer OS's). One is Intel iMac running Ventura, It is now hanging at startup. I have reset internals and tried the recovery option process -system still hangs. I do not want to erase SSD as it also contains user files (never again!). I have tried to obtain a copy of the Ventura OS on a thumb drive and reboot the iMac so I can access the SSD (if it is not damaged) to remove user files. Unfortunately, when I attempt to use an older/newer Mac to download the bootable Ventura OS, Apple in it's wisdom will not allow that. Reason given: because it will not run on the Mac used to download it. I have not found a documented way I can override that restriction. Help!

There is no documented way to override the restriction.

If you need to create a bootable Ventura installer for the iMac in question, do so with any other Mac that can run Ventura. Or create a bootable installer for any other version of macOS that the iMac can run.

There is a wide range of macOS versions that any Mac can run. If you tell use exactly which model and year the problem iMac is, we can offer more focused guidance.

Meanwhile, you might try booting the problem Mac in target disk mode and connecting to its storage with one of the other Macs. Transfer files between two Mac computers using target disk mode - Apple Support

FYI, trying to access files using the macOS installer is not easy. The others are correct, Target Disk Mode is the best option to access the data assuming the broken Mac's internal Hard Drive is healthy. If the internal Hard Drive is failing, then any attempts you make to access the data will likely make the drive failure worse where even an expensive professional data recovery service may be unable to recover any data. Be careful since you may only have one chance at recovering data from a failing drive.

Have you tried to run the Apple Diagnostics to see if any hardware issues are detected? Unfortunately the diagnostics rarely detect issues even when a hardware issue is confirmed through other methods. My first guess would be a failing Hard Drive. A passing diagnostic is meaningless here. There may be other ways of checking the health of the internal drive(s) depending on the model of the broken Mac.

I don't understand the fascination with Ventura here. Any version of macOS 10.13+ compatible with this broken Mac will work to access the data, but I would not be using the macOS installer to access the data unless there were no other options since that is a lot of work. And you overlooked using Internet Recovery Mode (Command + Option + R) to access the online macOS installer.

And you should start a backup regimen for your other computers and any external media (including the cloud) which contains important & unique data. There are a lot more new ways to permanently lose access to the data stored on the internal SSD of the recent Macs due to all of the hardware, software, and security changes. Chance of data recovery is nearly impossible in most cases.

Looks like I am “over my pay grade!” Started Ventura based I Mac holding down “t” key immediately after “power on.” With screen black except for a pair of slowly moving icons (Lightening Bolt & Network). Other Mac screen is unchanged. No new disk icons. Search in finder draws a blank also. Restarted that Mac to “give it another Chang to find Ventura. No luck. Tried to find under “Go” on live iMac. Nada!

Beginnng to think my Ventura SSD has faa as Ike’s. Will take to my local tech support tomorrow. Thanks for the prompt helpful comments.
