Trying to install Ventura using a USB drive

I am an IT person and I do quality check of MacBooks and other PC's at work. I take MacBooks that have been used by other users and wipe them, then reinstall the OS to get them ready for the new user. The new OS has to be either Monterey or Ventura as our systems will not support anything older. The problem I run into is using the internet recovery, some MacBooks will not install either OS even if they support it. I am working with various models of MacBooks made from 2018 to 2022. On some systems when I go to internet recovery, the most recent OS it shows available is Catalina. Sometimes installing it then wiping and restarting in recovery will resolve the problem and let me install Monterey or Ventura, but other times, it just gives me Catalina again. On the Intel models, using different key combos at startup or resetting the ram makes no difference. I was able to create a Ventura install USB drive from a working Mac and the first time I tried this on a newer M1 Mac, I was able to boot from the drive and install Ventura on the laptop. It was easy and I thought I had found a great solution to my problem! However, now I am working on a few Intel models from 2019 and I am running into an issue where I get an error stating that "Security settings do not allow this Mac to use an external startup disk." When I go to the Startup Security Utility in recovery, it asks for an admin password. There are no accounts on the laptops I am working with as I have to wipe all user data from them to get ready for the next user. If I restart and hold down the option key, I can choose the Ventura install disk I created, but then get the same security message. I am mainly a PC guy and am not an expert with Macs, so if anybody can assist me I would really appreciate it! Thank you in advance for any help anybody can provide!

I am not sure this Outside Liked Article will provide the needed info for Intel based Computers that do not have any account what so every on the machine


Though , the Secure Enclave on the Intel machines maybe a factor
