Why is Family Sharing not responding on iPhone 11 Pro Max?

I got a 3 month trial of Apple Arcade, news, and iCloud for family sharing. I invited my partner to the free trial. I sent a link. It didn’t work. I sent another. That didn’t work. I sent a THIRD. Still didn’t work… Let me explain. When I say it didn’t work, I mean, I send the link, we check his messages, he taps the very large blue icon and it bumps up and down, and that’s it. Nothing else happens. Nothing opens.

I tried copying the link into his browser, still did nothing. It is as if when I hit send/return/enter, it doesn’t register at all and nothing happens.

He has an iPhone 11 Pro Max if that has anything to do with it. It honestly shouldn’t, and if it does, that’s not right and shame on you Apple.
