How do I restore lost Safari data on iPhone?

The problem with Safari in iOS 18.4. When I opened it again, I found that it was completely reset, the open tabs were gone, my favorites and history were cleared, only the background image was mine, the rest was gone. I thought I might make a mistake about syncing with the Mac. But synchronization with it is not configured, in Mac Safari works as before, regardless of the iPhone.

Please tell me what the problem might be, where to look for the problem, and how to restore Safari to iPhone.
