Why are old,not being used, apps remain in the cloud?

Which removes the app download, returning you to the original state with the app in your previous purchases list, but not installed on your Mac.
After doing that, the app still shows in my account.
Apple does not remove previous purchases.
Previous purchases can be hidden, but not removed.

It won’t go away.
That would be the expected behavior.
This does not use your iCloud storage.
It is Norton AntiTrack and also the Norton safe web plus is listed likewise. Thanks for responding .
All apps function this way, as this is part of the design of the app store.

It might be necessary to have the app downloaded to remove an extension, if the extension is somehow left dangling when the app was removed. I’ve not tried that.
Apps are not stored in iCloud, but if there is data that the app used to store in iCloud, then that will remain until you choose to delete it. That is done by going to Settings > [name on top] > iCloud > Manage Account Storage. That data can be used on other devices or when upgrading your phone where you would not want it deleted when the app was removed from one device.
Because whether they were free or you paid for them they are a record of your purchases.
But your question is why you are unable to uninstall Safari extensions, right?
Safari->Settings->Extensions->what happens when you try to uninstall? Be precise.
You may be looking in the wrong place however. Under Safari you will see About Safari and Safari Extensions... That’s not where you go to uninstall extension, that is the Extensions Store.
