I tried to find here any information, but unfortunately I couldn't. I am planning to buy Mac mini but not sure which one can be enough for me. I am editing short, not complicated video, without sparkling effects. I know 48 memory will be better but I don't have enough budget for this. Does anyone here is using DaVinci on M4 / M4 Pro?

I have been using Resolve Studio along with Final Cut Pro to edit 1080p and 4K for several years, initially on a basic i5 mini and then an i5 iMac followed by a basic M2 mini. I am now using the cheapest M4. They all had 8GB RAM except for the M4.
The basic M4 mini has far more power than you will ever need for the projects you propose . . . just make sure you buy a cheap 1TB SSD to go with it.
No need for a Thunderbolt enclosure. . . . USB 3.0 is plenty good enough for 4K.
For your workflow any upgrades (other than an external SSD) will be a complete waste of money.
Apple, like all other companies makes a fortune by scaring people into thinking that they may need something more powerful than is the case.

The only thing a more powerful computer will do (other than part you from a small fortune), is export the final video a bit quicker.
If those few minutes saved are vital to you, then go ahead and spend £4,000 instead of £599.
One more thing!
I don't know whether you have bought Resolve Studio yet but there is a FREE version which can do pretty much everything you need.
The only things you may notice that are missing are the Magic Mask and Voice Isolation which you may or may not need.
I use Final Cut Pro with a humble Mac mini Intel 2018 16 GB and my son has used FCP and DaVinci Resolve with MacBook Pro 16-inch 2021 M1 Pro 16 GB. So I guess 16-32 GB RAM will be OK for simple short or even much larger projects. But you might get more answers in Final Cut Pro forum.

If you need 48 gb RAM then you can finance the computer with Apple with zero interest for 12 months. If you don’t want to do that then continue saving until you can afford it. Those are the options I see assuming you need 48 gb.
Yes, DaVinci Resolve should run smoothly on a Mac mini with either an M1 or M1 Pro chip and 24GB of memory for basic video editing needs. You may experience some performance improvements with the M1 Pro model due to its higher specifications.
