How can I fix "Cannot Connect" error in the App Store on iPhone?

There is an issue connecting to Apple's server. As the message reads: "Cannot Connect The page couldn't be loaded. Try again."
If App won't Open:
A. Turn Off All VPNs:
Have any VPNs enabled? If so, turn them off, trying this once more.
B. Force Restart the iPhone:
Save what need be and then Force Restart the iPhone.
C. Apple System Status:
Apple - Support - System Status. There are no issues reported for App Store, as of this reply. But, it is a link to make note of for instances such as this.

I’ve been having the same issues. I have a 16 pro, and ever since the new update my App Store shows the same thing. I’ve soft reset my phone multiple times, hooked up to different WiFi’s and tried over cellular data, same issue.
How can I fix "Cannot Connect" error in the App Store on iPhone?
