If the text input in keyboard settings is correct - see @muguy's post - and a simple reboot of your Mac doesn’t fix things, see if the problem also happens in safe mode.

What keyboard are you using? On a U.S. keyboard, the question mark is to the left of the SHIFT key and requires holding down shift to type.
Also verify your settings (settings > keyboard) for input and text replacement.

You just have the wrong input source active, probably Spanish instead of English Go to system settings / keyboard / text input / edit / all input sources and use the minus button at the bottom to remove everything from the list except US, British, or ABC.

PS If for some reason you prefer the Spanish keyboard layout, on a US keyboard you will find ? on underscore (shift -).
