Xr cannot be updated to iOS 17.X.X. The current iOS is 18.4.1. Apple does not make available older iOS versions because they may contain incompatibilities with current software and contain critical security flaws.
The iPhone XR is compatible with iOS 17. However, if you don't have some version of it now, you can't get it. You will only be offered an update to the most recent version of iOS 18.
There was a brief interval after the introduction of iOS 18 during which you could choose between iOS 18 and the latest version of iOS 17. That choice was the exception to the rule, and went away months ago.
