Can I download an older version of Microsoft Word and Excel for my 2017 MacBook Air running macOS Monterey?

If you are not tied to Office/365, specifically, Monterey is good enough to run the current version of LibreOffice .

Getting An Older Version of Microsoft Office:

I agree with going through Microsoft. But, as an alternative, consider looking on eBay or Amazon, you might find an older version (just be wary of scams, and report them it you come across one). Another option would be to put a post on craigslist, performing a trade (use barter) for something you have. Just to say, I was at a local Goodwill, and they had MS Office 2021 laying about on the shelf and it installed like a charm.
