How to fix email issues when Wi-Fi is unavailable?
He uses Gmail exclusively. If he is not on Wi-Fi, he cannot receive or send emails or texts, or access the internet, i.e., search on Safari or Chrome. Help!

His cellular service is failing to operate.

eMail Without WiFi:
If you have an Apple device that does have access to the Internet, then setup and use AirDrop. The mail should sync to the inbox of your iPhone. Go here: How to Use AirDrop on your iPhone or iPad - Apple Support. If you can access Ethernet, then do so on your Mac by connecting it to your router, model, or wall outlet. Make sure cellular data is enabled for Chrome and the other Google apps he’s using.

nevertheless all relevant checks, apart from uninstalling any VPN, are in that article.
We went through all of these options today, and nothing worked.
His phone is up-to-date. His service is active.
He popped into ATT, and they replaced a SIM card to no effect. He could not spend more time with them at that time. He heads back there today to see if they have any other ideas.
His iPhone is a 13. I am thinking he needs to replace it.

As he will have to back up the phone, and erase all content and settings, I advise doing that now,
ie in Settings, General, transfer or reset iphone, erase all content and settings. He will have to turn off Fund My in the process.
Then From the Hello screen set it up as new without restoring the backup or installing apps
Any service now? If not replace the phone.
Testing the SIM in another phone is another test to confirm the service is indeed running.
