How to reinstall Safari on my MacBook Air

since I installed the new software I have I cannot open Safari

I understand subsequent to installing some new software the Safari app does not launch. Is that correct?

Please determine if the same problems occur in "Safe Mode": Start up your Mac in safe mode - Apple Support
