My 2019 macbook air retina 13 inch sonoma
usually gives me low battery warning
has suddenly stopped doing this
'battery' in System Settings does not offer 'show low battery' warning
any suggestions on how to recover this useful warning?

Seems like it was a feature possibly disabled in Sonoma for some reason never re-enabled. Apparently there is a free third party app you can run to restore this functionality however it will need to run all the time. See that thread I linked for more info as it seems to be related exactly to what you are experiencing.
