web access in advanced data security mode

No. I turned on "advanced data protection" in iCloud settings, and enabled "Access iCloud Data on the Web." This function encrypts my data for extra security when accessing with a web browser (when I grant access from my iPhone). Had been working fine for a couple of weeks, but hangs as of today and doesn't allow me access unless I turn that feature off.

Of course I've verified that I have wifi. Also restarted both my phone and computer. After the first prompt on my phone, I tap "allow access." Nothing happens and retry doesn't generate a new notification to my phone after that.
