So my son recently bought around 15 songs on the iTunes Store. I put a refund on all of them got the refund but still have the songs. Is this a glitch or is Apple, just letting me keep the songs for free?

It's due to the limitations of the iTunes Store system; Apple can't remove the songs from your end, but can and does stop allowing redownloads of them.

So my son accidentally buys more songs is there a limit on how many I can return? I seen that they have like a decision and I don’t know if one day my son buys a song or something and they declined it.
Apple can refuse refund requests at will, except for unused subscription time in a few countries; nobody on these boards will know about specific limits.
