Apple isn't responsible for WhatsApp. Meta owns and is responsible for WhatsApp. It should work on an iPhone, which is running at least iOS 15.1 and since you are updated to iOS 15.8.4, it's not a compatibility issue.
Meta has released a LOT of buggy apps. Contact WhatsApp for help if it's not working on your iPhone.
