Apple Intelligence keeps downloading

I bought a new iPad Mini 7th gen which comes with Apple Intelligence and turned the feature on. It took a little while to download and the feature works okay.

However, I have a slight issue. When I turn off the iPad and turn it back on, it says Apple Intelligence is downloading as demonstrated in the photo below. I think it's downloading the notification features for Apple Intelligence as the summary of notifications & prioritise notifications is missing until this downloads.

The issue only happens when I turn off the iPad and turn it back on.

It doesn't seem to be affecting anything, the new AI features work fine and I rarely turn off the iPad.

Has anyone else been experiencing this issue and does anyone have any advice? I have tried force restarting the iPad with up, down and keeping the button pressed until the Apple logo shows, installed latest update & have turned off and back on Apple Intelligence.
