To type characters beyond the BMP with the Unicode Hex layout you need to type the UTF-16 hex (8 characters) instead of 4 or five. For U+17000 this would be D81CDC00.

I will add a Tangut font later and see if Sonoma pages will display it (no way to test Monterey here).

I don’t know. Pages behavior (verified now also for sequoia) is very strange, doesn’t register direct input efforts at all for this particular code range, while I think no problem with others nearby.

Tangut does not work in Pages in Sonoma either. No problem elsewhere. Looks like bug for apple to fix. Let them know via

PS I was able to get Tangut to display in Pages by pasting the characters in a Word doc and then opening the Word doc with Pages.

Any chance of teasing iconv(1) to deal with Tangut from the clipboard into Pages paste without using MS Word as a medium?
