Unable to record anything on GarageBand macOS Ventura 13.7.5

I have Ventura 13.7.5, I cannot upgrade to Mojave.

I'm trying to record something on Garage Band, but whenever I hit the record button, the green play button also comes on and I cannot record. I found it's because it thinks it's looping, but I didn't turn on loop.

I tried uninstalling and reinstalling, I'm wondering how can I turn off loop so I can record things again. And whenever I turn off the play button, the recording also stops.
