Unable to use phone number for my FaceTime and Messages on iPhone 16e

i Want my cellphone number to be used for my FaceTime and message instead on email address but it say it cannot. Can I factory set my iPhone and start afresh with a new apple account. I tried to set my number but fails all the time I have an 16e iPhone
