Why am I hearing out of region ads on Apple Podcasts?

I’m resigned to hearing ads when I listen to podcasts, but lately I’ve been getting them from far away… I’m in North Idaho, but often I hear ads for places in Western Washington. That I get, sometimes my location services thinks I’m in Seattle, which is only 6 hours away. But now I’m hearing ads from Anchorage, Alaska.

I’m curious; how does the app decide what regional ads to play?
