I am having this issue as well, but was able to track down the recorded audio and import it into FCP
MacBook Pro 16-inch, 2021
Apple M1 Max chip
MacOS Sequoia 15.4.1
Final Cut Pro Version 11.1.1
Steps:
- Record Voiceover as you usually would, and it will display a track recording in the timeline. That track will disappear when you click stop.
- Navigate in Finder to where the Final Cut Library is set to store media
- In the Final Cut Original Media folder you should find an alias to your recording in a folder with today's date.

- Right-click this file and choose "Show Original"

- The original audio will be stored in /Users/{username}/Library/Containers/com.apple.FinalCut/Data/tmp/TemporaryItems/NSIRD_Final Cut Pro_{unique_identifier}
- Copy this file to a desired storage location and import it into your project.
- To clean things up, you could also delete the alias and TemporaryItems files after you have a working version of the file imported to FCP
