Getting a Mac Online Delivered to an AASP:

If you want a used Mac, I recommend strictly just getting one from an AASP. Getting it offline, for from a private ale, you may be scammed.

Apple does not tranship ordered products internationally. If Costa Rica has an online Apple Store, then you may be able to order online in Costa Rica and pick up the purchase at an authorized Costa Rica store — provided in-store pickup is allowed.

When Purchasing a Used Mac:

Have the Seller Use this Site: What to do Before you Sell, Give Away, or Trade in your Mac - Apple Support. The seller needs to sign their self out of iCloud on the Mac. Elsewise it will be a brick to you, and you'll never be able to sign out of it, and associate it to your own account. Have the seller allow you to associate this to your own Apple ID prior to handing over the money. If the seller decides to not abide by those rules you've set forth, then do not proceed with the transaction. 

I am unable to find a Certified Refurbished products link in the Costa Rica website:

Apple (América Latina)

... so the answer is no. You can buy a new Mac on that site and have it shipped to a Costa Rica location, but not a refurbished Mac.
