How to connect if Photo Library is unavailable in Image Playground

I can't start using Image Playground on my new Mac mini 4 with Sequoia 15.2 because I get the error message "Photo library is unavailable, open Photos to use Image Playground." If I open Photos in parallel, nothing happens, and I can't see how to activate any application in Image.

I am having a tough time understanding what is happening. I'd recommend that you give AppleCare a call and they can walk you through fixing the issue. If you don't know how to reach them click AppleCare Contact Info and then:

Scroll down to Connect with live support
Select your county in the Choose Country section
Dial the phone number listed
