How do I fix 'Unable to Connect' error when updating payment information on MacBook?

I am getting a RED 1 notification to "Update Payment Information". However, when I click on the link, a white box pops up with text "Cannot Connect" and a "Retry" button. clicking on "Retry" causes the screen to blink and same box reappears. No cancel or other exit modes available. Must "Force Quit" System settings to close the window, Red 1 notification remains.

I have rebooted the machine several times and verified that all software is updated.

What's the website you are trying to access? The http address is what we are looking for.

You can drop any thing off the right end of any questionmark, and in fact I recommend taking the end of the file path and cut any portion that that is mixed characters and numbers and just paste the full link without the added information. It could be the site you were logging into changed its link for logging in.
