How do I restore photos and videos on new iPhone using iCloud?

I was in Phuket and lost my phone there, I contacted the police, but they couldn't find it. I went back and logged into my iCloud from my new device, but I didn't find any photos or videos. I don't understand the reason, I want to restore my photos and videos, has anyone had a similar problem?
