No. If they have a computer you can use Zoom, Skype or Google Meet to video chat with someone.

I have a local Google Voice phone number and a specific phone (no longer sold) that supports placing (or receiving) IP calls to/from PSTN landlines via Google Voice. That phone also supports up to 6 configured Voice Over IP (VOIP) lines that would allow me to pick up the phone, punch the correct VOIP line, and potentially call someone in another country via a VOIP setup in that country.

That is a potential alternative where FaceTime cannot do what you intend.

No. It is not possible.

It is possible to make FaceTime calls to non-Apple devices, but they have to be smart devices. You can't make a FaceTime call to a landline phone.

Is your Mac even hooked up to the landline?

Note: DSL does not count, that is just internet if you have it hooked up correctly.
