Parental Controls for a special needs adult

We have a young special needs adult who needs controls. The parental controls stopped at 18.

Is it possible to somehow extend those or is it possible to use an app that can prevent the user from:

adding additional apps and contacts

restrict time that phone is used

restrict online hours

Screen time parental controls for 13 year old We previously had setup parental controls for our son who was 12 and had no issues with managing. Once he turned 13 it appears that he can manually turn off parental controls whenever he wants without notice to us…is this correct? If yes, are there any options to override this or be notified when this happens? If no, are there settings or options that we are missing? With this happening it is obviously very difficult to manage his screen time without physically his phone away. Thank you.

Parental control settings I accidentally backed up my new iPhone off an old kids iPad mini that had 18+ restrictions. The iPad mini has since been restored to factory settings and as a result my new phone has restrictions still and no one has been able to figure out how to turn them off (including Telstra)
