The phone is unavailable because the passcode was entered incorrectly 10 times.....or more likely.....forgotten. Here's how to get things going again, assuming that you have an up to date backup of the phone.

"He" is likely the message that is appearing on the phone.
put your iCloud on another device and erase the phone then sign into iCloud on the erased phone
