If this really is your iPhone that you purchased new, you should be able to enter the Apple Account credentials, which should be locked to you. If you can't, you can also provide Apple with the original proof of purchase receipt.
But in the case that you purchased this iPhone used, you were likely scammed. The original owner did not properly remove Activation Lock and thus you will not be able to setup and use the iPhone for yourself. Your best bet is to ask for a refund and recycle it at your nearest Apple Store or electronics store. If so, next time consider purchasing from Apple or an Apple Authorized Reseller.
