I have a touchbar Macbook Pro 2020 M1, when sliding the screen brightness bar the hue/color temperature (from yellowish to blueish slightly) of the screen changes slightly, but not the brightness?
Is there a setting somewhere that modifies the brightness into adjusting color temperature?

The True Tone feature automatically adjusts the color temperature of your display based on the ambient lighting, which could be causing your screen to appear as if it's changing color rather than brightness.
The display's color profile needs to be adjusted and/or calibrated through the Display System Settings.
