cannot open safari restrictions enabled

When I use my QR scanner I get a message that says "Action Error, Cannot open Safari". When I search for Safari in my Apps it does not show up. So I search for Safari in Apps it tells me to OPEN it. When I open i ami told "Restrictions Enabled. ..... To use this app turn restrictions off".
