How do I put a title above 2 columns of text in Pages?

I'm trying to add a title above 2 columns of text. An earlier writer answered a similar question with the instruction to put the title in and then go to Insert>Layout Break. However there is no "Layout Break" on the drop down menu Insert. So... what should I do now?

Just enter your title text, apply the Title paragraph style, double-space, and paste the text below it that you want in two columns. Select that text and from the Layout panel, increase the column count to 2.

A layout break will automatically appear below your title preceding the two columns of text. There is no Layout Break menu item on the Insert menu.
