Hearing aids not getting text alert notifications

My step-mother's hearing aids (I'm afraid I don't have the model) were not picking up her text notifications. I found the control to allow system sounds through her hearing aids, and that worked, EXCEPT: the text notifications only hit her ears if the phone is unlocked. When the phone is locked, the alerts do NOT make it to her hearing aids.

Is there any direction you can point me in to troubleshoot this issue?

(her phone is on iOS 18.3.1).

Both hearing aids not showing up Both my Oticon hearing aids not showing up on my iPhone 13 Pro Max under Accessibility/Hearing Aids. Even my Oticon ON App does not connect both L & R hearing aids. Allows only one either L or R one. Both hearing aids are with firmware 1.3.0 and my iPhone IOS is 16.0.3. C. D.
