Recently, I have been unable to receive FaceTime calls from anyone calling from outside my home. Performed all the recommended steps. My husband is able to receive FaceTime calls on his iPhone. Our settings for FaceTime are identical. His phone is a 13 mini and mine is a 13

If you can't make or receive a FaceTime call on your iPhone or iPad - Apple Support

And what did Apple support say when you contacted them as outlined in the link I provided?
iPhone can’t connect to some FaceTime calls
