Why does my iPhone 15 Pro Max lack Apple Intelligence?

I am located in Bulgaria, Europe. I just received an update on my M1 MacBook Air that includes Apple Intelligence - actual AI features like photos cleanup, etc. What is baffling to me, is the fact that I have an iPhone 15 Pro Max that STILL doesn’t get any of those features. Both devices are located in the same place in Europe - make it make sense.
